Changes to parking on Swindon Campus from 1 September 2024.

Car parking eligibility criteria

There have been no changes to the eligibility criteria for this location. Only staff whose principal location of work is Swindon from 1 September 2024 will be allowed to apply for a permit on this site. Staff who receive a permit for Swindon will be eligible to park at Swindon as well as Harcourt (where site specific daily charging will apply). All Oxford based staff permit holders (including Harcourt) will be eligible to park at Swindon when visiting this site.

Staff based at Swindon from the 1 September 2024 will be assessed and awarded points following the eligibility criteria outlined below: 

Category A will be automatically eligible for a permit after the validation process:

  • Blue badge holders.
  • Temporary Medical permits - this will require validation through your line manager following a referral to Occupational Health as appropriate.
  • Staff who are required to work unsocial hours - this is considered as finishing after 10pm and/or starting before 6.30am for more than 75% of your working week and will be validated through your line manager.  
  • Hall wardens - Warden permits will be validated through the Resi Life Team.

Category B: Those who live outside of the exclusion zone of 45 minutes’ public transport journey from Swindon Campus (Joel Joffe Building), are eligible to park, provided this is the main campus of work/ office location. This will be assessed independently as part of the application process.

Information validation will be conducted through the Core HR system, line managers and spot checks by the Transport Team. This information will only be validated in phase 2 when the new car parking operator and system is delivered. Pre-permit application information will be taken on trust in this initial phase. If this information is not validated in phase 2, permits will not be allocated.

Staff who need to move between Headington sites are recommended to use Oxford Brookes owned vehicles or the BROOKESbus intersite passes administered through faculties and directorates. 

The Harcourt Hill Campus Park & Ride Scheme will remain open to former Headington permit holders with further information below.

Motorbike parking

The eligibility criteria does not apply to motorbikes, but all motorcyclists will require a valid permit to park, at a cost of £24 per annum. The parking charges will be £0.50 for a half day (less than four hours), and £1 per day (more than four hours).

Permit cost

The permit cost is £24 per annum for all staff (including motorbikes).

Daily charges

Permit holders will be required to pay a daily tariff charge. This is linked to salary and based on pay grade and spine point, typically supporting those on lower spine points and is set out below:

How to apply for a permit

The new system will come into effect from 1 September 2024. All existing staff car parking permits will be voided from this date.  

To allow staff to plan ahead, we are conducting a car parking pre-permit application process. Staff can apply for a permit from 18 June until 5 July 2024. After this period all applicants will be informed whether they are eligible for a permit or not. We are aiming to confirm this decision with colleagues by 31 July 2024.

Unsuccessful applicants who wish to appeal their decision will be able to do so under an exceptional circumstances process, which will be considered and adjudicated by the University’s parking panel, during July and August 2024. Applicants will be informed of this process after the pre-permit applications have been assessed and communicated to applicants.
