Headington, Marston and Warneford parking

Changes to parking from 1 September 2024 for staff whose principal location of work is at Headington, Headington Hill, Headington Sport Centre, Clive Booth Student Village, Marston Road or Warneford Hall.

Overview

For staff whose principal location of work is at Headington, Headington Hill, Headington Sport Centre, Clive Booth Student Village, Marston Road or Warneford Hall, from 1 September 2024 parking permit applications will be assessed and awarded points using the eligibility criteria outlined below.

Category A staff will be given precedence, with Category B staff being awarded points based on the differing criteria or deducted points based on accessibility to public transport networks or Oxford’s Park & Rides.

Applicants with the highest points will be awarded permits based on current car parking capacity. The number of staff eligible for permits will therefore reduce significantly at our Oxford city-based sites, with parking permit eligibility becoming the exception rather than the norm at these locations.

Staff who receive a permit for the above sites will be eligible to park at any of these listed Headington locations, as well as Harcourt Hill and Swindon (where site specific daily charging will apply).

Having a permit will not guarantee you a car parking space.

Car parking eligibility criteria

Category A staff will be based on the following criteria and will be automatically be eligible for a permit after the validation process:

  • Blue Badge holders.
  • Temporary Medical Permits - this will require validation through your line manager following a referral to Occupational Health as appropriate.
  • Staff required to work unsocial hours - this is considered as finishing after 10.00pm and/or starting before 6.30am for more than 75% of your working week and will be validated through your line manager.
  • Hall Wardens - warden permits will be validated through the Resi Life Team.

Category B staff will be assessed on a point system based on the following criteria (please note, these are not in order of points allocated):

  • Business need - staff directly supporting teaching, research and student welfare (necessary face-to-face interactions).
  • Primary caring responsibility - staff with either:
    • direct caring responsibilities for the disabled (child, adult or elderly person)
    • childcare commitments: nursery and pre-school, reception to year 6 and secondary school years 7 to 11 (all conditional and subject to points accrual).
  • Business need - staff with a non-student facing role, but an operational requirement to be on campus.
  • Journey times and access to public transport - this will be assessed through a Google maps tool, within the pre-application permit form.
  • Journey proximity to Oxford Park & Rides - this will be assessed through a Google maps tool, within the pre-application form.

Information validation will be conducted through the Core HR system, line managers and spot checks by the Transport Team. This information will only be validated in phase 2 when the new car parking operator and system is delivered. Pre-permit application information will be taken on trust in this initial phase. If this information is not validated in phase 2, permits will not be allocated.

Staff who need to move between Headington sites are recommended to use Oxford Brookes owned vehicles or the BROOKESbus intersite passes administered through faculties and directorates.

The Harcourt Hill Campus Park & Ride Scheme will remain open to former Headington permit holders with further information below.

Predicted ‘likelihood score’ for permit applications

To further aid staff in understanding the likelihood of a permit being granted for the above sites, we are providing a simple spreadsheet with drop-down menus on eligibility criteria and a predicted ‘likelihood score’ for permit applications. Open the link and make a copy for your own personal use.

Please note, this does not guarantee your application will be successful.

Out-of-semester parking

Staff can apply for an 'out-of-semester' only parking permit option at Headington, Headington Hill, Headington Sport Centre, Clive Booth Student Village, Marston Road or Warneford Hall.

An annual permit fee of £24 is applicable. Parking charges apply as outlined in the daily charges section below.  All eligibility criteria questions will still need to be completed, you just select an 'out-of-semester' permit option within the options.

You can apply for a permit by using the pre-permit application form.

Motorbike parking

The eligibility criteria does not apply to motorbikes, but all motorcyclists will require a valid permit to park, at a cost of £24 per annum. The parking charges will be £0.50 for a half day (less than four hours), and £1 per day (more than four hours).

You can apply for a permit by using the pre-permit application form.

Permit cost

The permit cost is £24 per annum for all staff (including motorbikes).

Daily charges

Permit holders will be required to pay a daily tariff charge. This is linked to salary and based on pay grade and spine point to support lower paid staff. Charges will be capped at 3-days per week, meaning colleagues who are required on campus 5-days per week, would only need to pay for 3 days, typically supporting those on lower spine points and is set out below:

How to apply for a permit

The new system will come into effect from 1 September 2024. All existing staff car parking permits will be voided from this date.

To allow staff to plan ahead, we are conducting a car parking pre-permit application process. Staff can apply for a permit from 18 June until 5 July 2024. After this period, all applicants will be informed whether they are eligible for a permit or not. We are aiming to confirm this decision with colleagues by 31 July 2024.

Further information on payment for off-peak hours parking can be found in the FAQs under peak and off-peak hours.

Unsuccessful applicants who wish to appeal their decision will be able to do so under an exceptional circumstances process which will be considered and adjudicated by the University’s parking panel (made up of senior colleagues from across the University), during July and August 2024. Applicants will be informed of this process after the pre-permit applications have been assessed and communicated to applicants.

If you wish to apply for a permit at Headington, Headington Hill, Headington Sport Centre, Clive Booth Student Village, Marston Road or Warneford Hall, please complete the pre-permit application form.

Harcourt Hill Campus Park & Ride Scheme

The Harcourt Hill Campus Park & Ride Scheme will remain open to former Headington or Wheatley permit holders. Staff wishing to apply for this scheme can do so during the pre-permit application process as the form provides this option for staff.

Any staff who apply for a permit at one of the University’s other sites but are unsuccessful will still be able to apply for the Harcourt Hill Campus Park & Ride Scheme at a later stage. Participants in this scheme will need to pay for their parking at Harcourt Hill, based on Harcourt Hill's daily charging rates, but will receive an intersite travel pass for free travel on the BROOKESbus.

If you wish to apply for a permit, or apply for the Harcourt Hill Campus Park & Ride Scheme, please complete the pre-permit application form.
